Gov. Josh Shapiro has quietly issued a reprieve to a Pennsylvania inmate on death row. This was the first reprieve of Shapiro's tenure and, although inconsistent with the actions of a number of other state executives, should not come as a surprise.

What happened: Judge Jennifer Green, who oversees the Maricopa Superior Court's criminal department, has quietly rolled out a program to facilitate quicker resolutions to death penalty cases in Arizona's most-populous county.
