Otto Warmbier was accused of trying to steal a propaganda poster while in North Korea. While North Korea has almost completely isolated itself from the rest of the world, there is, rather surprisingly, a small tourist program that allows visitors from other countries to embark on heavily surveillanced tours of the country.
